City Government and Private Sectors Formulate ELA

City Government officials, department heads, selected employees and the private sector convened for the Executive-Legislative Agenda (ELA) Seminar Workshop for the service year 2016-2019 at Balay ta Koman, Peñablanca, in order to carry out the duties and functions geared towards the city’s further advancement.

Section 106 of Republic Act 7160 or the Local Government Code states that “each local government unit shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian”. Furthermore, the Comprehensive Development Plan (CDP) “outlines the key aspirations, challenges and concerns facing LGUs and a set of programs, projects and policies towards the sustained socio-economic development” (EO 19, s 2016).

The ELA is a participatory process mutually developed and agreed upon by the executive and legislative departments of the local government unit in consultation with various stakeholders.

City Mayor Atty. Jefferson P. Soriano presented the city governments’ major development thrusts and priorities encompassing the different aspects of development: good governance, peace and order, education, health, tourism, trade and investments, environmental preservation, traffic and solid waste management, agriculture and infrastructures. These are the basis in identifying and prioritizing the programs, projects and activities of the five sectors, namely: the economic, social, development administration sector, infrastructure and environmental sector.

During his first term as mayor of Tuguegarao City, Atty. Jefferson P. Soriano has focused on participative management and active citizenship wherein the involvement of civil society organizations (CSOs) and non-government organizations (NGOs) in the endeavors of the city government has been recognized and strengthened. In his second term, City Mayor Soriano has already planned out projects and programs with the different departments, with strong hopes that these priority projects and programs will be brought down to the 49 barangays of the city in a faster and better way.

In his message, City Mayor Atty. Jefferson Soriano emphasized that the Executive-Legislative Agenda or ELA is a convergence tool.

“The ELA will be the collaboration between the Executive and Legislative on how we can bring to the barangays our social commitments and the delivery of basic services that must be enjoyed by everyone”, the mayor said.

Meanwhile, Estelita “Mimi” Dayag served as facilitator during the seminar- workshop considering her years of experience in public service.
