This 10-year Solid Waste Management Plan of Tuguegarao City Government was formulated and enhanced in order to cope with the city’s solid waste management situations.

Significantly, Republic Act No. 9003 otherwise known as the “Ecological Solid Waste Management Act of 2000 and in relation with Executive Order No. 66 – 2017 which is “An Order Reconstituting the City Ecological Solid Waste Management Board”, Tuguegarao City Government has organized and reconstituted its Solid Waste Management Board whose function is to formulate, update,  prepare and implement a plan for safe and sanitary management of solid waste generated in areas under its geographic and political coverage.

Accordingly, the Solid Waste Management Plan of Tuguegarao City for C.Y. 2016-2025 has been substantiated and supported by City Ordinances enacted by the Sangguniang Panlungsod; Executive Orders issued by the Local Chief Executive; CESWM Board Resolutions; diagrams, photographs, tables, figures and maps to complement an extensive discussion relating to current situations; visions, goals and objectives; implementation strategies and waste management targets; solid waste IEC advocacies; and legal, institutional, financial and such other components or areas of consideration on solid waste management, hence, this executive summary.

Chapter I is a presentation of the purpose, approach as well as acknowledgement while Chapter II deals on City’s Profile with discussions on its location, land area, history, population, economic profile, land use and physical characteristics.

Chapter III, pertains to the current solid waste management conditions which describes the current solid waste management practices and methodology.  The components of this chapter includes discussions  on the (1) institutional  arrangements; (2)  inventory of equipment and staff; (3) source reduction, collection, transfer, processing facilities, final disposal, special waste, health care waste, markets for recyclables; (4) information and education campaign; (5) cost and revenue; and (6) key issues. The chapter also deals with integrated approach of controlling waste generation and storage, transfer and transport management of wastes and  the  principles of economics, engineering, conservation, aesthetics and other environmental aspects that are responsive to public needs.

Meanwhile, Chapter IV deals with  Waste Characteristics  including the discussions on disposed waste from waste analysis and characterization study, diverted waste, generated waste and projected waste generation.

Chapter V provides the Legal/Institutional Framework of this 10-year plan. It presents a discussion on the overview of existing institutional arrangements  identifying the responsible offices/units in undertaking the various  aspects of the plan.

Chapter VI enumerates the City Government’s Plan Strategy for desired outcome of the Solid Waste Management Plan.  This  Chapter  provides  the  presentation of vision, goals, objectives,  targets and strategies.

Chapter VII deals with Solid Waste Management System and it includes a discussion of the different programs which will be implemented to attain the objectives and targets as required by R.A. 9003. The different components highlighted in this chapter  include source reduction, collection, collection equipment and routes, private collection service, storage and set out, segregated compostable, mixed solid waste/residuals, segregation, recycling and composting, segregation, recycling, composting of biodegradable waste, marketing and market developments, transfer, alternative technologies for residual wastes, solid waste disposal capacity, existing facilities (Sanitary Landfill) design; special waste, health care waste, toxic and hazardous waste; and information, education and communication.

Chapter VIII is a presentation of Implementation Strategy for  the Solid Waste Management System of Tuguegarao City.

Meantime, Chapter IX deals with Institutional Aspects and its planned structure for the implementation of the 10-year ESWM plan. Specifically, it discusses certain roles and legislations.

Chapter X is a discussion of Social and Environmental Aspects  provides the presentation and analysis of social and environmental issues relative to the development of full-scale Solid Waste Management System. Specifically, it enumerates  activities that are feasible and have an impact on solid waste management problem within the locality in particular and in the country in general.

The Estimates/Financial Aspects of the plan shall be provided under Chapter XI and it enumerates the City Government’s financial plan for the implementation of the Solid Waste Management System. The investment cost, annual costs, funding options and cost evaluation and comparison are the components discussed under this chapter.

Lastly, Chapter XII  presents the plan implementation of this updated 10-year solid waste management plan. It discusses  and enumerate  responsibilities in  the different phases of implementation of the plan including the milestones and schedule of implementation.
